Riga territorial planning
The development of Riga Passenger Port is provided through a number of capital city development planning documents. It has been defined both in the current Riga City Long Term Development Planning Document - Riga Territorial Planning 2006-2018, as well as the pending Riga Territory Planning until 2030 (RTP2030). The purpose of RTP2030 is to create a flexible spatial planning document that provides the conditions for urban development according to the history of the site, culture, landscape, service offerings, public participation and changes in potential economic and social conditions.
As the port plays an important role in the economic development of the city, functional zoning and development conditions for port areas are subordinate to the primary objective of providing favourable conditions for the development of economic activity. At the same time, the RTP2030 includes provisions for the operation of port companies to minimise the negative impact on the environment and residential areas. The Riga City Council has emphasised that, when developing RTP2030, it is advisable to observe the principle of using existing land resources, primarily by developing activities in areas where industrial building has already been started or historically developed, but not expanding it at the expense of natural, residential or culturally valuable territories.
Riga historical centre and its protection area planning
The significance of Riga port was also emphasized in the spatial plan of Riga historical center and its protection zone developed in 2013. It maintains that the port has historically been one of the main development factors and sources of prosperity in Riga. The document refers to the port development concept and states that it takes into account the port's relationship with other modes of urban transport, evaluates the use of the highway network and land.
Also in this document, one of the main development tasks of the port was to promote the development of passenger ferry traffic between Riga and other cities, supporting the expansion of existing passenger berths and new construction on the right bank of the Daugava. It is also noted that the public transport movement of the district adjacent to Riga Passenger Port should be improved.
Local planning for export port and its adjacent territory
The RTP2030 stipulates that the Export harbour and its adjacent territory should develop a unified local plan. It should, among other things, include proposals and solutions for connecting Export harbour southern transport system to Eksporta Street.
The 11 July 2018 Riga City Council decision "On the Approval of the Export Plan and the Territory of the Territory Adjacent to It" and the related "Export and Container Territory Use and Building Binding Regulations", which determines the Export port and its adjacent territories use and building as well as functional zoning, correspond to the task set forth in RTP2030 .
Although the areas included in the local plan mostly relate to the part of Riga where the economic activity of the port was previously carried out - it has now been transferred to Krievu Island, the plan provides recommendations for the implementation of solutions in the urban transport infrastructure, including the road and street sections necessary for the improvement of the outer circle of the city. construction. Implementing the solutions provided for in the local plan would also make a significant contribution to the improvement of the infrastructure necessary for Riga Passenger Port.
Andrejsala detailed planning
Already in 2008, the detailed plan of Andrejsala was prepared upon order of "Jaunrīgas attīstības uzņēmums". The purpose of the document was to clarify the use of the territory and the building regulations in order to create a territory of multifunctional transactions, services, housing, recreation and important public objects with high quality public outdoor space, respecting the valuable cultural heritage, water areas and waterfront in the historical center of Riga. It would serve as support and complement to the functions of attraction and transactions of the historical center of Riga and Old Riga.
The detailed plan foresees a radical reconstruction of Andrejsala, transforming it from an industrial area for port operations into one with diverse functions and quality urban environment. The document states that Andrejsala should develop as a peculiar and multifunctional area of business, services, housing and important public objects - the city sub-center associated with sea passenger transport, yachting, recreation and tourism, using the valuable cultural heritage, water areas and embankments for this purpose.
